A principal scientist’s technical decisions are well trained and well governed. It’s the second job — the untrained one — that this chapter maps: bridging and translating decisions across four governance systems that never talk to each other.
At Ironbark Laboratory & Field Services — the technical arm of an essential-services organisation — a single working week can require the same principal scientist to sign off a laboratory method validation, endorse a research collaboration with commercial implications, approve a scientist’s higher-duties arrangement, and work out whether a conference request needs executive or directorate authority. Each of those decisions sits in a different framework, with its own legislation, policy hierarchy, delegation instrument, escalation path and paper trail.
None of the frameworks reference each other. All of them assume they are the only one on the decision-maker’s desk. And the person in the middle — appointed for technical excellence — is expected to hold the whole surface: accurately, defensibly, and fast.

The uncomfortable truth the discussion paper named plainly: the organisation wanted accountability from its technical leaders, but did not make it easy to be accountable. Accountability without clarity isn’t governance — it’s exposure. Faced with it, a scientist does one of three rational things: slows down to check everything (and the service slows too), decides from memory and habit (and carries the risk personally), or routes everything upward (and the executive drowns in decisions that never needed to reach them).
To make the load concrete, the paper took the single most-mapped lane Ironbark had: human resources. The organisation’s HR Delegations and Authorisations instrument — board-approved, legally careful, genuinely well constructed — is also a vivid demonstration of what one lane asks a technical decision-maker to hold.
Many activities carry conditions — authorities exercisable only “with the agreement of the tier-two delegate”, mandatory consultation with the workforce director, endorsement by an HR business partner before approval. The conditions are sensible. They are also invisible at the moment of decision unless someone goes looking.

Notice what just happened. A roughly 50-page legal instrument, sorted honestly for one role, became three short lists. Nothing was dumbed down — every entry keeps its clause reference and its conditions. What changed is the direction of the work: instead of the scientist navigating the instrument, the instrument was translated to the scientist.
The paper used one role as its worked example — but the decision load doesn’t stop there. Three leader groups at Ironbark carry near-identical decision surfaces, each with a different centre of gravity across the four lanes. Same frame, same lights — a different Bench Card for each.
